When I attempt to take a bath, my shower head produces a steady stream of water. The divertor is all the way down when I turn on the water, could the internal mechanism be bad? Should I replace the entire faucet?Shower head leaks when I run the bath faucet?

The rubber gasket may be bad but before you look into that make sure the part you pull to put the shower-head on is fully closed. I know mine when mine isn't shut all the way the shower-head leaks.
