the center stem is called a diverter it has a washer at the bottom and up a little it has a flat nylon washer and when that washer breaks or cracks it lets water pass by and you can't control the flow , you don't have to shut off the water to take that stem out just don't turn on the other 2 while your working on the center stem , replacement has to be exact one because it won't fit back in the faucet body if its to large if it is only a tad larger than you can sand it down to fit , some times the stem body nut is to far in the wall to use a wrench you might need a deep socket and a good pair of channel locks to remove . take the whole stem with you to the store to match up repair pieces ! good luck
although paulofhousten is correct there is a major problem with his answer, when you take it apart and get all the way to home depot to get the new parts you are going to find around 30,000 parts that are close to what you need but which one do you need? make sure before you leave to get the Make(name) of the valve and any other info you can find on the valve and, if i were you i'd replace everything in the valve!
You need to replace the seat and washer (or cartridge) in the divertor valve(the middle valve)
